I've fixed it.. Go to steam library, steamapps, common, Grand Theft Auto San Andreas and find gta-sa.exe file. Click right mouse button a click on Properties, click on Compatibility and set it to launch in compatibility for Windows XP (service pack 3). Click on Apply and it's done! Enjoy.. Worked for me
